You actually can edit hair texture to have 2 or more colors however it can be a bit difficult especially with the fortnite hair models I mean my oc's hair is 2 colored but still took 3 hours to make with my latest update to her
For the stretch and compress just use the same face texture for the $basetexture compress and stretch don't actually change much in general except add slight wrinkle textures witch normally don't matter anyway
basic stuff you need is VTFedit (to compile and export textures) and gimp (or Adobi photoshop/illustrator)

its really a lot to unpack and certain things like glow effects or animated textures are quite complex so dont expect to know how this works in a day but yea thats really the basics i can give
