Description
Increases max crisis difficulty option at game setup, up to 10,000x

This is incompatible with anything that modifies the vanilla ./map/setup_scenarios/ and anything that adds more (e.g. more galaxy sizes)

@Wizard_ice as far as I can tell it still works for 3.14. Will probably need to be redone for 4.0 but I'm not updating it until release.
