No Tier 4|5 Buildings in Collapse

Why I made this mod:
Whilst working on my other mod impacting diplomacy, I thought this would be a neat little extra for anyone wanting collapse to feel that extra end-of-days.


Rationale:
Large and elaborate construction projects require a great deal of stability to fund them. When the world is ending, it made sense to me that major settlements were restricted in their development.

How this mod works:
At the start of the round (basically just before start of players turn) the game will check what state civilisation is in.

If it's in collapse, it will disable Tier 4 and Tier 5 main settlement buildings for provincial capital cities. This should not affect Cult Cities.


Note: This will not deconstruct currently built buildings.
