[Meritocratic Administrative] Theresia’s Administrative Overhaul

Description
June 8, 2025 - 1.5 Update
1. Reworked the examination and selection mechanism; added Degree traits.
2. Added new Fiscal Expense and Land Ownership laws.
3. Added new Cultural Traditions: "Literary Goverance" and "Elegant Court".
4. Reworked localization for some administrative titles and the Council.
5. Optimized the Appointed Succession system.

Submod Update
TAO-Culture & Religion Additions:
- Added enhanced religious tenets: "Ius Imperii" and "Enlightenment".
- Reworked the initial setup for Roman and Han cultures.

MOD Update 2025.3.14 Version 1.1
1) Overhauled High Acclamation Succession: Now functions similarly to standard Acclamation Succession but restricts candidates to the ruler’s immediate family (close relatives only).
2) Vanilla Game Compatibility: Fully optimized for compatibility with the base game version 1.15.

MOD Update 2025.3.10 Version 1.0
New Features:
1) New Administrative Council System: Under high Meritocracy Laws, council members will now hold full-time positions and can no longer concurrently serve as governors. These roles grant significant influence benefits but require the ruler to pay salaries.
2) Adjust Administrative de jure Interaction: Allows rulers to strip administrative governors of non-de-jure territories and vassals (may require interacting with sub-vassals).
3) "Born in the Purple" Interaction: Enables granting the "Born in the Purple" trait to underage children if cultural traditions permit.
4) Flavor Titles for Administrative Councils.
5) Removed Building Slot Buffs for Estate Main Buildings: No longer provides additional construction slots.

MOD Overview
This mod enhances the administrative government system, granting players greater control over domestic politics at higher Crown Authority levels. Key improvements include:
1) Role Interaction: Allows administrative rulers to convert individual governors to feudal.
2) High Acclamation Succession: At "Administrative Crown Authority" or higher (e.g., "Centralized Bureaucracy"), rulers can designate heirs through a de facto High Acclamation succession.
3) Bureaucratic Selection Laws: At "Personnel Administration" tier or higher, county/baron-tier governors are replaced by procedurally generated appointees.
4) New Laws: Added administrative-specific levy and tax laws.
5) Tenure Limits: Introduces 20-year, 10-year, and 5-year governor Tenures.
6) Appoint Succession Adjustments: Courtiers and council members now default to participate.
7) Duchy-Level Participation: Duchy governors can now join appoint succession.
8) Merit-Based Weighting: "Examination Selection" system prioritizes appointees' skills and experience.
9) Adaptive Skill Weights: Administrative types influence skill priorities (e.g., military-focused types value martial ability).
10) Flavor Titles: Added culturally flavored titles for administrative roles.
11) Roman Culture Traditions: Integrated Greek cultural traditions from new DLCs.
12) Balance Tweaks: Adjusted numerical values for gameplay balance.

Future Plans
- More culturally flavored administrative titles.
- Interactions to lock governor types.
- True exam-based selection mechanics.
- Expanded administrative laws.
- Greater family score from council roles.
- Richer council member interactions.

Compatibility
Incompatible with mods altering `succession_order` in `succession_appointment` or `succession_laws`. No other known issues, but it is suggested to move the order of this mod downwards

@KomradeTheresia " " are the only valid quote signs for localization

I suggest creating a repository on GitHub for the mod so we can see changes in the files.

Under the high Imperial Bureaucracy, the governor cannot obtain titles other than his own de jure
primary title, and the latter event is a localization bug

After doing a subsume governorship scheme successfully, instead of getting the Theme, it went straight to the Emperor instead, and it cannot be granted to me any way
A screen appears with text "tao_mod_admin.1.t", and after pressing the button "tao_mod_admin.1.a", the title is revoked from me

Mod is amazing! Would you consider adding vote based succession laws? The roman empire for example rose from a republic afterall, term limits ( just like youve added for vassals) and elections would be quite fun to play with i think.

I absolutely love your mod and I wondered if it'd be possible to add emperor tenure in addition to governor tenure? It could be a simple feature to have a republican style government!
