[RIT]Simple Manager - Education（简单教育管理）

Add a new decison，now human players can:

- Fully automatic,no event popup,only message popup

- Specific candidates (only player heirs/all children/all dynasty/all children) can also be prompted to manually select a guardian

- The childrens must above 6 years old

- The guardian will search in your court every year,and no wards numbers limit

- Convert culture or faith will depend on your character instead of guardian.Of course,you can turn off.

- Auto educate will always free send child to university

- Allow set default education focus,than children always get this education focus

- Allow dynasty get education modifier:Education Hall

- Children educated in your court may gain a 5 rank education trait
And If you use auto education,children will get at least level 4 rank education trait when become adults

No UI change,So there is no compatibility issue with other MODs
