重复建造/Repeat construction

Description
之前用的同类型mod没更新，所以自己做了一个

同一建筑建造数量上限改为22
现在你可以让你的行省成为经济行省或是其他什么类型的行省

The maximum number of buildings that can be constructed from the same building has been changed to 22

Now you can make your province an economic province or whatever.

建太多也有问题，ai一城全是城墙或者经济建筑，造不了高级兵:steamsad:

大佬我想问一下为什么有的mod地标可以重复建造，有的不能。是因为什么原因？mod地标都是同一个mod。
