Encampment_Upgrade_Tech.pack

To build an Encampment requires the Bushido, Heaven and Earth art.

An Encampment can be upgraded (Armoury, Barracks, Proving Ground etc) without having the Heaven and Earth art.

This mod means that the Heaven and Earth art has to be researched before the Encampment can be upgraded.



Why?

Playing Shimazu I wanted an Encampment in Satsuma province, but I had not researched Heaven and Earth so could not build it. I conquered Buzen province which had an encampment building and I was able to upgrade it to an Armoury, even though I still had not researched Heaven and Earth.

It felt wrong that I could build a Tier 2 building without having the technology to build the Tier 1 building.
