Disable nukes

Description
This mod will effectively disable nuke construction in the game by setting their cost to an impossible-to-afford level

I might be wrong but i dont think the nuke construction can be disabled by raising it's price very high.. the game would very likely just check if the civ have the research of nuke construction or not and totally ignore everything like the price for it to build the building

Bug report: On modern day scenario, some nations seem to still have their nuclear arsenals (such as Pakistan).
