Chaos Mode - Simulated Crowd Control

Description
Ever wanted to spice up your playthrough with a *little* bit of chaos? Or perhaps you've seen streamers play games with twitch-integrated crowd control mods, but you don't have the audience to do one yourself? Well look no further.

Chaos Mode is a fully multiplayer compatible crowd control simulator. While you are playing, random events of many different types will randomly occur. These effects are divided into 3 categories:
- Minor Effects: each have their own variable timer, but are generally mostly benign effects like giving you a random item, making you stinky, creating a single tile of water at your location, tossing your currently held item out of your inventory, stubbing your toe for 1 damage with knockback, or spawning a bunny named Friend. There are currently 18 different minor effects, each with their own variance. Minor effects will target a random player in the world, but will have shorter cooldowns based on the number of players.
- Major Effects: have a shared, HIGHLY variable timer (cooldown ranges anywhere between 3 and 150 seconds). However, the actual effect is random each time it triggers, including wonderful possibilities like inflicting Creative Shock, creating a pit underneath you, triggering nearby traps, firing out clentaminator streams, or teleporting you to a random location. There are a total of 28 different effects, plus an additional 19 rare effects that have a reduced chance of occurring. Like minor effects, major effects will target a random player in the world, but will have shorter cooldowns based on the number of players.
- World Events: have a shared cooldown, but unlike minor and major effects, said cooldown does not scale with the number of players in the world. This is because these events will affect all players in the world in some way. There are currently 14 different effects, which include summoning random bosses based on a multitude of criteria, changing the weather, removing dropped items, or starting a boulder rain.

Note: all commands start on cooldown when entering a world. This could be interpreted as a slight grace period before everything goes off the rails.

New update:
- Fixed the only Rare global event being the Costume effect (uhhhhhh I'm sorry about that).
- Quickly added config toggles for every. single. event. I will absolutely have to clean up the code here in a future patch, I just needed to fully implement it so that I could play with my friends.

You should add the ability to blacklist certain events, me and my friends loved this mod, but the only complaints were that certain events aka; random clothes and items getting thrown out of our hands, were kinda annoying, being able to blacklist them would make it so much better, other then that its a great mod :3

Version 1.1 is out: the holiday update! In addition to a couple new commands and adjustments, there is now a collection of effects that occur specifically during the halloween or christmas seasons (or if you enable them year-round via config toggles).

Alright, as part of this most recent update I added a config but I don't know what to put in it aside from a rate multiplier. Does anyone have any suggestions?
