OWB: Eureka's March

Description
A mod to reinstate Eureka's ability to send Volunteers after they become the Enclave, but only to Enclave nations. Compatible with most Map Expansion Enclaves, but if you find one it isn't compatible with, lemme know.

Map Expansions Included:
- East Coast Rebirth
- Rustbelt Rising
- Fountain of Dreams
- New England Rising
- OWB - Cuba

Individual Submods included:
- Ruby Enclave
- Dalivast's More Enclave

No, cause you can't put Granite in charge of Eureka with ERX turned on.

Alright, so I added Cuba, however I'm skipping on Puerto Rico (for now) since it has virtually zero content.
