Gyrocopters (Rocket Pods) (SFO)

Description
Submod for which rebalances the rocket pod gyrocopters stats to be in line with SFO gyrocopters. Also increased the damage of the rockets in order to retain effectiveness against SFO's higher HP units.

- Increased the recruit cost and upkeep to be more in line with SFO style economy.
- Changed recruitment building to be the T4 gun building like the other SFO gyrocopters instead of the engineer building.
