Victorian Era Brazil Leader Fix

Description
Under my Modern World Leaders Fix mod ( https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=3353547646 ) a couple people asked me to fix Victorian Era Brazil but at the time i wasn't sure how to do that nor did i think it would really fit with that mod but now i know how to do that and so i decided to make a seperate mod that adds just that

Couldn't figure out how to change the name to be the "Empire of Brazil" so its still just Brazil atleast for now
