Equipment no resolve requirement

Description
Removes the requirement of a hero to have a certain level of resolve to upgrade his equipment at the blacksmith.
Now you can equip level 0 heroes with lvl 5 gear if you have the money.
Doesn't affect skills.

It only works on vanilla characters
