Kandahar Province Sky Fix

Description
A small config fix for Kandahar Province's black sky bug. Key included!

[SMF]xFreakylow on terrain makers discord was having issues getting a fix to work for Kandahar Province, so this is my attempt.

Changes lighting and weather to Altis, also changed the long/lat and utm to real world location (roughly guessed).
