You can, in theory, start CV combat as early as when you can get a shield and shield extenders, but even then you will want some CPU upgrades before tackling OPVs or Space POIs. In most cases you will be level 25 or at least be close to it when you can afford those Upgrades.
At that point most people will bring in a larger Combat CV, rather than trying to do combat in a starter CV that is supposed to be cheap - as opposed to being an armored fighter.
