Baroverhaul Classic Scrap Cannon Revert

Description
Makes the scrap cannon in Baroverhaul like the one in vanilla. Removes the scrap cannon damage buff from the talent because it's pretty strong as is.

Removes scrap machine pistol because it no longer works. May or may not fix but it sucked anyways.

Don't know if this works with normal Baroverhaul.
