SPARK Weapons rebalance

Description
This mod changes SPARK weapons to be more like MEC weapons from Enemy Within because a human sized cannon doing the exact same damage as a Sniper rifle never made sense... at least to me

Details
SPARK weapons will now deal +1 damage compared to the Shotguns, Cannons & Sniper rifles of that tech level
  • Heavy Autocannon now does 5-7 damage
  • Helix Rail-Cannon now does 7-9 damage
  • Elerium Phase-Cannon now does 9-11 damage
  • All SPARK weapons now only have 2 ammo at base
  • All SPARK weapons now have 10% Critical chance (Up from 0%)

Compatibility
Should be compatible with everything as this is just a change to an .ini file

Also the ModPreview.jpg image is broken inside Alternative Mod Launcher, I think it's because the dimensions are too small lol
