On November 1, 1982, Leonid Brezhnev was murdered by his successor, Yuri Andropov, plunging the Soviet political scene into chaos. The democratic faction led by Mikhail Gorbachev became active, attempting to democratize the Soviet Union and open up communications with the West. This was unacceptable to the Soviet conservatives and military. On February 17, 1983, the troika led by the KGB arrested Gorbachev and his reformist allies and announced the suspension of all political activities nationwide. Large-scale protests began to emerge among the Soviet civilians. Western countries criticized the Soviet Union for lacking democracy and imposed sanctions on it. On October 12, 1983, Marshal Mikhail Akhromeyev, a Soviet hero who had suppressed the civil unrest in Afghanistan, announced a state of martial law in the Soviet Union and established the Supreme Martial Law Committee. Martial law troops were set up across the country to quell the unrest, and it was claimed that the unrest was orchestrated by NATO capitalist countries. Subsequently, NATO held the "Able Archer 83" military exercises on November 2, 1983, as a response to the Soviet accusations. In 1984, the Soviet Union conducted large-scale joint military exercises called "Shield 84," while NATO countered with the "REFORGER 84" military exercises. The reelection of US President Ronald Reagan signaled the continuation of a tough policy towards the Soviet Union. In November 1984, Reagan visited West Berlin, where he likened the current Soviet leadership to "terrible and ruthless dictators" and the Soviet Union to an "evil empire," vowing that NATO would decisively and unhesitatingly dismantle the Warsaw Pact group. This plunged bilateral relations into a deep freeze. The Soviet side misinterpreted this message as NATO preparing to launch a war against the Soviet Union. In January 1985, the massive "REFORGER 85" exercises led the Soviet side to believe that this was a deception operation before the invasion. The Central Committee of the Soviet Communist Party issued a final directive to the Warsaw Pact group, withdrawing border troops and moving tanks into预先prepared positions.
