* type sv_cheats 1 / give weapon_citizensuitcase & give weapon_citizenpackage in console for using the weapons, or just make a map that include these entities to obtain.

Erm...actually, it is lore accurate since youre not supposed to have weapons until you have the HEV suit on ☝️🤓
