Consistent Masked Barney Voicelines

Description
Improves Barney's masked voicelines to be consistent with the rest of the Metrocop voicelines.

Since I used an RVC model to make this, some of the lines might sound a bit strange. I also had to replace two or three of the lines with generic Metrocop lines due to the model not working well with them.

@Dr. Gordon Freeman I mean, Barney admits that he'd been 'working undercover for Civil Protection', being 'way behind on [his] beating quota.' Soo if anything it's likely voicelines they forgot to redo the filters for.
