Gives the AI a cap on habitats based on their owned systems. Normal empires get one for every ten systems, while void dwellers get one for every five systems.

Would it be possible to create an alternate version with even fewer? a 10 system empire being able to build 4 is still quite a lot. Maybe a base of 3 with 1 increasing every 25 systems.

Currently caps habitats at 1 per every 10 systems for the AI ONLY. Thanks captain! I won't fight habitat spammers any longer!
