This mod does not involve programming.
In terms of functionality, the main character still rotates normally.
However, visually, the main character is always facing downward.
That said, the main character has a stepping animation to indicate movement, and an eye movement animation to show the direction they are facing.
Based on my tests, it is indeed possible to find and wear the witch hat.
Here are the solutions I offer; please try them one by one.
Solution A:
In the game, use a mirror-type furniture item, then go into the "Change outfit (Extra)" menu. In the first "Head" slider, you should find the witch hat.

Go to the mod file directory: ...\SteamLibrary\steamapps\workshop\content\2135150\3369976755\Actor\PCC\female\
Search for the file: pcc_head_Wumi001.png
If it is not there, try re-subscribing to this mod to obtain the missing file.
