Tinnitus Chooser

Started off as a simple request to replace the tinnitus audio on my server, but became a whole addon after more requests.

Tinnitus Chooser is as the title says. It lets server owners choose what tinnitus sound effect they want to use depending on their needs. It also lets users override server settings to utilize their preferences.

The Workshop Overhaul is from this addon and is dynamically loaded for the sound effect file.

Convars
cl_tinnitus - Tinnitus setting
cl_tinnitus_override - Override server-side tinnitus setting
cl_tinnitus_custom - Custom tinnitus sound file (31 character limit)
cl_tinnitus_custom_dsp - Enable or disable DSP on custom sound file

sv_tinnitus - Tinnitus setting
sv_tinnitus_custom - Custom tinnitus sound file
sv_tinnitus_custom_dsp - Enable or disable DSP on custom sound file

For cl_tinnitus and sv_tinnitus:
0 - Disabled
1 - Enabled - HL2 Default
2 - Enabled - Workshop Overhaul
3 - Enabled - Custom
