Remove Backstory Work Restrictions

Remove all backstory work restrictions.
I searched around but couldn't find it,so i made it.
It works by removing the disabled work type of all backstories,so it probably won't affect anything else.
You can place it anywhere without affecting its functionality.
Unwilling and unable are two different things, there are always times when we have to do it, and obviously most of the backstories are not to the point of not doing it even if we die.
