The United States, hurting from a weak president and a sluggish economy, has lost the optimistic aura of the 1990s, with its government facing some difficult decisions in the years ahead. Around the globe, tensions are brewing, and with the two superpowers preoccupied by their own troubles, ambitious local leaders are poised to exploit these vulnerabilities for their own gain.
