Changes the colonial growth multiplication per province to be less punishing in states with very few provinces and slightly slows down colonisation in states with many provinces

1.8 reworked colonisation speed, now giving a bonus % multiplier for every province a state region has above 50 and a negative multiplier for every province below 50. In vanilla this is 2%.

The problem arises mostly in states with very few provinces due to how the multiplier gets very close to -100% (meaning no colonisation growth).

For example, Fiji and a few other islands only have 3 provinces. This is 47 less than 50 and get -2% speed for each of those = -94% colonisation speed AFTER all other growth from population/institutions. This mod changes it to 1%, so Fiji now gets -47% speed. Because these numbers are additive, vanilla meant Fiji would only get 6% of your colonial growth and this mod will give Fiji 53% of your colonial growth generation.

Most other places will feel roughly the same. States with over 50 provinces will colonise slightly slower, but still way faster than 1.7

This is super light weight and only changes the "COLONY_SPEED_PER_PROVINCE_DIFF_FROM_STANDARD" define. Will be compatible with every mod that doesn't also do the same thing.
