Heh, nope.
That would be cool though.
More or less it's a tool item, the same idea as the flying rooster from Link's Awakening.
Ballance is fair-ish, slightly better than basic items, nowhere near the best stuff.
More of a step-up from the basics that give added bonuses.
The Cucco may be the most game breaking, I made it with mechanics from a item that was to be introduced into the game at a later time (not sure if it ever was). It's been stripped down and changed a bit, but it can pretty much allow flight/hovering if timed/used correctly.
