Submerged launch & Independent targeting

Description
Allows SSBNs and SSGNs to launch SLBMs and cruise missiles while submerged and enables MIRVs to target multiple units.

*Independent targeting only works when targeting units, not cities.

EDIT: I don't add independent targeting to chemical and biological ballistic missiles because you can't control which units the MIRVs target, and chemical and biological warheads only damage specific targets, which ends up wasting warheads.

@PanJan I doubt it, since both functions exist in Game 1. However, the devs do listen to the community, so you should ask them to add it as an in-game option. In the meantime, I've uploaded an 85% SplitPath version that limits the spread of MIRVs.

@StalkerJames Yeah, the spread is very large now, would be nice to tone it down a little. I guess adding a button to toggle the independent targeting or different split path percent values would be way too much work? Maybe limit sub-water launch to tier III and higher SLBNs for example?

@gmhs2 There is no easy way to do it. SubwaterLaunch and IndependentTargeting are innate properties of missiles that cannot be changed through research. I would have to create identical copies of existing MIRV missiles with the SubwaterLaunch capability. This would end up doubling the number of missiles in the missile selection screen, making it impractical.
As for IndependentTargeting, I could add an extra stage to each MIRV missile so that it spawns MIRVs with IndependentTargeting once the required tech is researched. I’m not sure if it would work, and the process is quite tedious. I’m not sure if it’s worth the effort.

Not sure if it's possible, but it'd be nice to have a version that only unlocked these with later research, so early SSBNs and MIRVs are still more limited.
