The inability to launch it in full manual is a limitation of the software, as manually activating the transports on a brake section will cause them to move the train at brake speed (the speed set under Transport Device) not at launch speed. The launch track has to be one long brake section, not a brake section followed by a transport section, for proper rollback handling. Transport sections are bi-directional, they accelerate a train entering them from either direction, so a train rolling back will get accelerated backwards to full launch speed, then crash into the station. Having the whole launch track be a brake section will allow it to be stopped properly.
You can launch it in manual block mode. Under blocks, just press Fwd next to Launch.
