Better Mass Vassal Directive

Description
Quickly give directives to all your vassals with a single decision!

Original code by Nightwolf.

Created because the original creator restricted it to administrative only and went completely radio silent on everyone who asked for an unrestricted version, so this essentually just undoes this restriction.

Also changed file names because the original ones made it VERY possible to break compatibilities because they had such common names.

Russian translation by fess.dragons (integrated into main mod)
Chinese translation by 牛奶大魔王 (integrated into main mod)
French translation by Tarkain

The error is also in the english file:

Problem Analysis----(not only chinese, but also other)
This error usually occurs in YAML files because the YAML format requires key-value pairs to be separated by colons and spaces (for example: key: value). At the 33rd character in line 5, the parser expected to find a colon to separate the key and value, but it did not find one.
