Unlimited Points During Setup

This mod massively increases the points available to spend to set up the starting equipment of one or more factions to an essentially unlimited amount.

I'll try to find a way to only change the points in the future, rather than copying over the entire map file. Unfortunately, the release version is not likely to be compatible with mods that also tweak the map file. However it is multiplayer friendly.
