KI5 '78 AM General M50A3 Storage Tank Value Change

Description
Changes the values of the KI5's (K15?) '78 AM General M50A3 water storage tank to 5000 units. Includes files from Tread's water trucks, however you will still need that mod in order for the functions to work properly. This just changes some values. Make sure to put this lower on the mod load order or else it will be overridden.

This also modifies treads water template files, this is no doubt incompatible with any files that this modifies, for good measure keep this mod low on the mod load order.
