[RTD] Remove Reinforce Time

Description
Will absolutely ♥♥♥♥♥♥ destroy the reinforcement timer, hell yeah

Reinforcement timer will be instant, and the time penalty for moving the reinforcement location is halved.

You'll know the mod is working if The empire or the Dwarves have a different loading screen :)

-- IMPORTANT --
Incompatible with other mods that change the reinforcement timer
(changing load order can possibly fix the incompatibility)

I was using "Longer Battle Mod" that increases reinforcement time. I stopped using it and now everything works.
RTD is especially good for co-op experience.

I have tested your mod. It works indeed.
My issue is mod conflict. I play co-op with 200 mods.
