Yes

--Does everybody in the game need the mod?--
No, it's completely client-side.

GAME BREAKING FIX:
Go to Content Warning in your Library and right click it > Properties. There, select Workshop from the side bar. Find InputAPI and move it to the top or above the mod. Exit the menu and start the game, and it should be fixed.
