Add Honduras as a playable civilisation under the leadership of President Ramón Villeda Morales.

UA. The President of the Developmentalist Reforms. Cities start with two Citizens and a free Aqueduct. You get a free Great Scientist when you develop Civil Service technology.

UB. Hospital Popular. It replaces the Hospital. It is much cheaper to build (360 to 150) and to maintain (2 to 1). However, it retains the production bonuses of food. Requires the presence of a University in the city.

UU. Police Forces TIGRES. Replaces the Marine. Costs the same as Infantry but has higher Attack Strength than Marines or Infantry. Retains Amphibious Promotion but no Embarked Sight or Defensive Embarkation. Instead, it has the Woordsman and Medic I Promotions. It has one extra movement point.
