Judging by the screenshots, these has edited standard hands. In this case, someone can simply replace the hand texture, and edit the plate and rod to match the shade. But if you're talking about replacing it with this particular hands model, it would be labor intensive for me because of binding and fitting the meshes to the skeleton of each of the weapon animations, unless the animations have bones similar to c_arms. My guess is no.
Nah, because Valve never figured out to separate the hand model from the weapon model, only retextures will work with weapons.
