Description
Adjusts the DEFCON levels so that DEFCON isn't something that is often ignored during most of the game. Makes each level have something special about them.

DEFCON 5: Fade Out/Business as Usual.
DEFCON 4: Double Take/Slight Unease. Slight production (5%), some research/espionage decrease (10%). Army Divisions are slightly cheaper (20%). Ships are 30% cheaper and planes are 20% cheaper.
DEFCON 3: Round House/Notable Unease. Some production (10%) and notable research/espionage decrease (20%). Army divisions are 50% cheaper. Army bases, air bases (each kind), and forward operating bases are 45% cheaper.
DEFCON 2: Fast Pace/Wartime Economy. Notable production (30%) and heavy research/espionage decrease (50%). Army divisions, combat engineers, resupply ships, and forward operating bases are each 75% cheaper. Midcourses, Terminals, SAM Structures, and Missile Silos are 60% cheaper. Army bases are 65% cheaper.
DEFCON 1: ♥♥♥♥♥♥ Pistol/Total War. Heavy production (55%) and significant research/espionage decrease (80%). Army divisions, security checkpoints, and nuclear terrorist trucks are 90% cheaper. Army bases are 80% cheaper.

To find the panel, select diplomacy at the bottom, select your country, DEFCON level will be top right hand side of your screen.

Nice, I was looking at defcon the other night and thought it needed some tweaking. Maybe I'll actually use it now :)

I will have to dig deeper to see if the AI uses DEFCON, but I only tweaked existing features.
