[ARC9] Near Wall Disabler

Description
Adds a muzzle attachment that disables near-walling by setting Barrel Length to zero.

Compatible with:
- Smorgasbord
- EFT
- Any mods that support EFT custom slots or Smorgasbord muzzle attachments

oh the description only said "Adds a muzzle attachment that disables near-walling by setting Barrel Length to zero." and nothing else until I loaded the page again

it should go in the custom attachment slot like where the cheat attachments are instead of the barrel attachment slot
