Description
In the 1910s, the Imperial Government Railway (IGR) in Japan introduced the WaMu 23000 covered wagon and To 21600 open wagon with a 15-ton load.
The WaMu 23000, introduced in 1915, carried the "Mu" identifier because it could load horses (mainly military horses), and the To 21600, introduced in 1914, had double hinged doors. In 1917, WaMu 32000 and To 24000 are introduced with longer axles appeared as part of a plan to convert to standard gauge in the future.
In 1928, the WaMu 23000/32000 were reclassified as WaMu 1/3500 and To 21600/24000 were reclassified as ToMu 1/5000, with the "Mu" becoming one of the identifiers that classified the load weights. ("Mu" is mean over 13 tons and less than 17 tons)

In this game, screw coupling specifications were available first, and variants with automatic couplings have been available since 1925. Specifications prior to the 1928 classification revision were available for purchase until 1949.
