Hi all I'm not home, (don't have original files) but to update yourselves go to
Documents\Paradox Interactive\Europa Universalis IV\mod

Open imperial_advancement_program.mod with Notepad, and change the following line

supported_version= "1.23.*.*"

Or you can play with the "outdated" mod, however functionality will be the same regardless.

This mod adds a new decision called the "Imperial Advancement Program", this decision is basically a Cheat Modifier for your nation. This mod can be toggled ON/OFF in the decisions menu. Only accesible for the player.
Featuring Cheap Technology Upgrades, Cheap Warscore, Unlimited Manpower, No Army Upkeep, Super Fleets, Fast Recruitment, Super Navies, Super Diplomacy, No Attrition, and much much more.
