Unnerf Desensitized

Description
Un-nerfs the Desensitized trait to how it was in B41, full immunity to all forms of panic.

Also changes back the trait description to "Cannot reach states of panic." as it was in B41 and before!

I have no way of disabling that sadly but I don't think that's a big deal

I tested it, it does remove the panic but I still do wake up in the middle of the night

Yeah it just sets panic to 0 constantly

Does this also remove where desensitized gives you more nightmares?
