Less Border Gore - Claim Colonial States

Description
Updated for 1.9

This is a mod meant to reduce border gore in colonies by adding a Journal Entry which allows countries to claim any states they own that are under colonization, thus preventing anyone else from founding a new colony there.

The Journal Entry is unlocked by enabling the Colonial Affairs institution, and allows you to claim any state that A. Is partially owned by you, and B. Is under colonization (by you or another country). This prevents the creation of new split states, but doesn't cut any country off from colonizing a state they own that's split at the start of the game.

This JE is available to both players and the AI, who is programmed to always take the decision at the first available opportunity. It requires a new game to work - the mod won't break anything if you enable it, the JE just kinda won't show up.

I didn't override any vanilla files, and the JE only checks for whether you have the Colonial Affairs institution, so it should be compatible with pretty much any mod, including total conversion mods. Let me know if it isn't and I'll try to fix it.

@Касим It should be, let me know if you run into any problems and I'll see if I can fix it. Thanks for the positivity!

Dear developer, thank's for your mod. Only one question: is it compatible with "Colonial Government all over the world 1.9" mod?

Oh that somehow fixed it. Thanks

@Avekat Did you try unsubscribing and re-subscribing to the mod? Steam sometimes gets kinda weird sometimes when trying to update a mod
Avekat 20 Jun @ 6:53am
Ai doesn't seem to claim states still for me

@zzzptm I think you're right, it seems to work fine for the player, but the AI doesn't seem to take the button anymore

Looks like this needs an update for 1.9

Released an update that (hopefully) addresses the concerns made by @gonshi and @TeaferToo, see Change Notes for details

@TeaferToo Thanks for pointing that out, I'll definitely look into this
