Death Toll City Seam Fix

Description
the gif does not do it justice

Fixes the burning city seen in the Death Toll finale having an obvious seam between the water and itself. This has bugged me for too long.

Whatever you fixed, you must be using the "enhancer water reflection mod" because without the mod the entire city is reflected in the water....
