Any Hammer Rain Collector

Description
Allows any hammer type to be used for creating rain collectors

Currently rain collector (tarp) needs a specific hammer to be placed, not anymore.

@CarltoN I don't think we need it, I'm on latest build and it can be made with any hammer.
