Description
First in a series where I intend to make maps for the States (and Territories) of the US in each Presidential Election Year.

Since George Washington was unanimously elected in 1788, receiving an electoral vote from every Presidential Elector, the pre-made alliances are instead based off of who received the most electoral votes from that State after George Washington.

John Adams, Federalists - PA, CT, MA, NH, VA
John Jay, Federalists - DE, NJ

The following states are not part of any alliance because the candidate who received the most votes from these states did not receive the most votes from any other state:
John Milton, Federalist - GA
Robert H. Harrison, Federalist - MD
John Rutledge, Federalist - SC

The following states are not part of an alliance because they did not participate in the election of 1788:
NY - State Legislature had not gathered to elect Presidential Electors
NC, RI - Had not yet ratified the US Constitution

Additionally, there are two territories, which likewise are not part of any alliance:
Northwest Territory
Erie Triange

I personally recommend disabling New Nation revolts in Godmode.
If you want to play with the presidential election result, as a primary factor, I would recommend disabling alliance changing in Godmode as well.

The number of cities that each state has is based off of the number of seats in the House of Representatives each State had based off of the pre-census apportioning provided in Article I, Section 2 of the US Constitution.

PA: 8 Cities
NJ: 4 Cities
GA: 3 Cities
CT: 5 Cities
MA: 8 Cities
MD: 6 Cities
SC: 5 Cities
NH: 3 Cities
VA: 10 Cities
NY: 6 Cities
NC: 5 Cities
RI: 1 City

Non-State territories get one city each. This is by design, as the non-state territories tended to be very low population, and so in my mind it makes sense that the Northwest Territories will capitulate very quickly when the capital is taken.

As for the names of the cities I used here, the capitals are the capitals of the states in 1788, while the remaining cities I did my best to find the most populated cities in the range of 1788-1790 for each state, which was surprisingly difficulty to find for some states, especially in the south, where records are incomplete or missing.

I intentionally added Lexington (modern Kentucky) as a city in Virginia, despite it probably not being one of the top 10 most populous cities in Virginia in 1788. Likewise with the city I added in Maine for Massachusetts, simply because I wanted to have a city in Maine as well.

If anyone sees this and can find better information about the cities with the largest populations in each state, please feel free to comment or inform me, and I will update this to have more accurate information in that regard.

The shape and terrain for this map is based off of the province map from Victoria 2. Likewise the shapes of the states are mostly drawn from that, with some modifications that I made to make them more accurate in some areas, and to reflect period-specific borders.
