Update: overhaul of the mod to increase compatible with the other mods.

the Nebulons are only very strong in terms of fire power but frigal in terms of armour and health the Empire get a Nebulon with this mod as well and overall i nerved the health and auto health of all special nebulon b2 to 5 - 7 k each and tryed to fix the usage to 5 to 7 at once (tryed might fix that if it not works atm
