Description
Just a simple mod, that lets Bureaucrats/Priests produce negative Empire Size like they should be doing. Also planetary capitals add to your Leader Capacity.

I have not played 4.0. I will get into updating the mod once 4.0 is stable and I find the time. Probably in June.

Hi, mod is broken on 4.0. With this mod, factories won't add jobs.
