Background: On January 23, 1991, the Soviet Union stationed troops in Mexico to control the Mexican government and attempted to occupy the Gulf of Mexico. After receiving the news, the Central Intelligence Agency reported to the President, who ordered the military to immediately break the Soviet Union's evil plan and turn the Gulf of Mexico into the Gulf of the United States
Task: There are Soviet warships, submarines, and air defense along the coast of Mexico, as well as a command center. Please note that a small portion of the ships in the Gulf of Mexico should not be fired upon
