Description

Historical Context
This addon encompasses a combination of uniforms of the German civil service from 1938 - 1945. The Deutsche Beamten (DB) includes civil servants of the German government and Reich authorities clothed in dark blue. The Auswärtiges Amt (AA) was the uniformed foreign office and diplomatic service, clothed in black. The last two organisations, the Generalgouvernement (GG)and Reichsministerium für die besetzten Ostgebiete (RMBO) represent the civil authorities in Poland (GG), Baltic states, Belarus and the Ukraine (RMBO).

Because of the complexities brought about by government structure, the interrelationship between independent ministers, and the virtually identical cut and style of uniforms worn by the various officials of these organisations, a precise understanding of these uniforms is difficult at best. The first style of this double-breasted style was introduced for career diplomats on the visit to Rome in May 1938 and therefore it is the Foreign Office in which these uniforms originated. By the end of the visit, the first pattern of Foreign office uniforms was scrapped and a revised set of uniforms from June 1938 onwards was regulated.

The Uniform of the Reich Central Authorities (Deutsche Beamten/DB)
The Reichs Ministry of the Interior and Central Reich authorities (Ministries, Reich Governors, central and regional administrative authorities etc.) wore the double breasted tunic in "midnight blue" with 4 styles of "horseshoe" insignia to denote grade of pay (Often mistaken as ranks). With the introduction of this uniform, civil servants that were not part of any of the party organisations who wore civilian dress where expected to wear this new double-breasted blue uniform from 1938 onwards which barely changed between then and 1945 besides the removal of shoulder boards in 1940. What extent the daily service in the ministries was carried out in uniform can hardly be said with certainty today. However, there is evidence in the files that uniforms were ordered to be worn at numerous events. The official uniform could be adapted to the occasion accordingly. For special events, the uniform could be decorated with a brocade belt, shoulder boards, full sized medals and trousers with side stripes. At the beginning of 1942, however, authorities feared that the public wearing of this gala uniform during the war time-related restrictions could arouse discontentment in the population who had to rely on ration cards for clothing supply.

The Uniform of the Foreign Office (Auswärtiges Amt/AA)
The black uniform in this pack (with white and grey variants) was worn by officials of the Foreign Office. In 1939 a new design of "rank" insignia in the form of silver or gold stars which were either four, five or eight-pointed instead of the "horseshoe" design. Ribbentrop made for himself, an ostentatious sleeve insignia of an eagle clutching a globe surrounded by an ornate wreath. A number of changes to the blue uniform include different ranks, use of the brown shirt on the grey uniform, different brocade belts and no upturned cuffs. Foreign Ministry officials would wear this uniform on a regular basis as opposed to the occasional wear of the DB uniform.

The Uniform of the Civil Authorities in occupied Poland (Generalgouvernement/GG)
The brown double breasted uniform was introduced for civil servants of the Generalgouvernement, the civil government of occupied Poland that hadn’t been incorporated wholesale into the Reich. Introduced at some point in the middle of the war, It was of identical cut as the DB and AA uniform but coloured in a medium brown with gold insignia. The visor cap likewise was of the same type as the government style but with NS Party style cockade and a velvet brown cap band. It is not known how widely this uniform was distributed and caps are rare enough without examples of tunics. A special "OST" cuff title was worn by officials of the ministries attached to the Generalgouvernement.

The Uniform of the Civil Authorities in occupied Eastern Terrirtories (Reichsministerium für die besetzten Ostgebiete/RMBO)
Designed by Egon Jankte in 1942, the RMBO uniform consisted of a single-breasted orange-brown tunic with dark brown collars, olive green trousers and breeches (which were changed to dark brown in August 1942 along with the change from breast eagle to shoulder eagle and removal of shoulder straps). Until this uniform was introduced, officials in the Ukraine and the Baltics wore their Political Leader uniform. RMBO rank insignia consisted of a rhomboid piped in silver or gold with a four sided star in combinations of 1-4. Their facing colours were determined by level of government. Bright red (Reichs Ministry), carmine red (Reichskommissariat), orange red (Generalkommissariat) and bordeaux red (Gebietskommissariat). Several other accoutrements were planned but never put into production including a unique RMBO dagger and cossack style fur cap.

The ranks and positions included in this addon:
Understanding positions of the Deutsche Beamten (DB) proves difficult, as the insignia denoting grade represents an officials pay grade and not a "rank". For instance, the insignia representing the pay group for a Reichsminister could also denote the position of the head of a Reich authority.
