The Dolgans (Ogdo Aksyonova)

UA: Baraksan: Cities receive Food equal to the Great Writer points they generate. Gain a Writer Specialist slot when settling on Snow or after reaching six Population.

UU: Balok: Standalone unit, unlocked at Electricity. Has doubled movement on snow, increased heal rate, and defense against ranged attacks, and shares these abilities with a stacked military unit. While stationed on a tile, each adjacent snow tile or camp resource provides Science if you own it, or contributes to border expansion in your nearest city if not (each tile is counted only once no matter how many Baloks are near it).

UB: Taymyr Radio: Replaces the Broadcast Tower. Has a Writer Specialist slot. Provides the bonus food this city gets from the UA to all other cities within 6 tiles (in addition to whatever that city gets on its own). Food given to foreign cities this way grants you an equal amount of Science, and Influence if it is a city state.
